REPARATIONS FINALLY THE "Descendants of Slaves Before the American Civil War Restitution Act"

As we know slavery in America has never been adequately reconciled. This petition is to create a "Descendants of Slaves Before the American Civil War Restitution Act".
Purpose:
(1) Acknowledge the fundamental injustice of slavery in America;
(2) Apologize on behalf of the people of the United States for the slavery by, the creation of a Restitution Fund to be invested pursuant to 31 USC §9702-
(A) And hold confiscated "entitlement land" as defined by 31 USC §6901 that will solely be used for the United States to carry out its responsibilities;
(B) Land and/or profits from the use of slaves by e.g. Tobacco Companies or any of the such, whom benefited.
(3) Make restitutions in the amount of no less than 1.5 acres of land and a monetary payment not exceeding $850,000 per entitled descendant.
