1. Reparation Royalties to All Black US Social Security card holders.
To eliminate the cost to all none Black taxpayers it will come from BUREAU OF OCEAN ENERGY MANAGEMENT and The Bureau of Land Management, Returning Earned Oil and Gas Fields Onshore and Offshore as a source wealth to fix a 400 year economic gap for Blacks.
