The 16th amendment to the constitution says: The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration. This also means that congress can take ALL income if they so desire. This amendment was passed and ratified Febuary 3, 1913. It should be repealed or at the least amended to put a limit of at least 20 percent on the lay of taxes on income.
