Repeal the 2-year primary residency requirement on the sale of personal homes.

Under the current tax laws, an individual must establish two years of residence in order to sell the property without incurring capital gains taxes, assuming the gain is below qualifying thresholds.

Eliminating this residency requirement would allow individuals to invest in the local economy by purchasing and renovating distressed properties. This would help to create jobs within many of the home construction and finishing industries, improve the quality of neighborhoods, and increase the local tax base through improved property values.
