Repeal all Federal taxes and place a $0.001 tax on the transfer of money from one account to another.

Trillions of dollars are transferred within the American financial system every day. If we apply a very small tax, less than 1 penny per dollar transferred, we should be able to collect enough tax revenue to operate the Federal government and pay off the national debt.
In return for establishing this tax, would be repeal all other forms of Federal taxation. To make sure the tax grows and shrinks with the economy we would tie the tax rate to COLA. New grant programs would take the place of existing tax incentives.
If we pass this plan, we will never have to file tax forms again. Without all those tax laws, the economy will explode as wages grow instantly by 1/3rd.
