Repeal all foreign aid until such time as the United States institutes an amendment requiring a balanced budget and has payed down the national debt. Allow Aid to be given and supported by tax deductible donations on each tax payers yearly tax statement to nations or causes of the individuals choice or an across the board general donation as chosen by the tax payer that then and only then could those funds be designated and used by congress for foreign aid.
