Whereas the enactment of the 17th Article in Amendment to the US Constitution in 1913 has striped the several State governments of their right to qualified meaningful representation in the Federal government, and resulted in enumerable and irreparable damages and injuries to the several bodies of State governments as long as this Amendment is in force.
