A Proposed Amendment to the Constitution of the United States
Section 1: The Second Amendment to the Constitution is hereby repealed.
Section 2: The right of the people to keep and bear arms shall not be infringed. Congress shall have the authority, by appropriate legislation, to limit or ban the availability of certain weapons deemed inappropriate for civilian possession and use, and to bar certain individuals from the legal possession of firearms.
