Whereas, the Anti-drug Abuse Acts of 1986 and 1988 were created and designed to "turn drug users into drug traffickers", and
Whereas, these Acts have been historically and are presently applied in a discriminatory and racially disparate manner, and
Whereas, the effect of these acts has been to incarcerate, disportionately African American and Latino males and females for the longest sentences in history and
Whereas, the enforcement of these laws has cost the American taxpayer billions of dollars while the availability and use controlled substances, particularly crack cocaine has not been reduced, and
Whereas, the War on Drugs is a complete and utter failure,
Be it Resolved that the said acts should be repealed immediately and retroactively.
