Repeal the Bill that Requires Congress to Appoint an ATF Director

Inside the Patriot Act, there is a Bill which requires Congress to appoint an ATF Director in the same fashion as a Presidential Cabinet Position. This has prevented the ATF from having a Director for 6 years. Instead of asking Congress to appoint one, let's just remove the law.
