repeal the capital gains tax on stocks and bonds and replace it with an equivalent sales tax

stocks and bonds are poorly controlled and poorly taxed. They create very little after their initial creation and do nothing but let rich people gamble on the fate and ownership of corporations. The capital gains tax is a failure on many levels so let's replace it with a clear cut sales tax on every stock or bond sold in America. The tax is simpler and it will effectively target those that make the most from their trade and sale.
