repeal the Congressional Budget and Impoundment Control Act of 1974

Since the Congressional Budget and Impoundment Control Act of 1974 was enacted, the Federal Debt and the Federal Budget Deficit has allowed Congress to borrow and spend. Prior to the Congressional Budget and Impoundment Control Act of 1974 the Congress was forced to allocate scarce resources and mange tax revenue in a process that was more directly subject to review by the taxpayers and the President. The taxpayers felt the additional spending when taxes increased. Since Congressional Budget and Impoundment Control Act of 1974 was enacted, Congress has been free to borrow and spend without the public feeling the direct effects of profligate spending.
