Under section 14(c), employers can receive authorization to pay disabled workers sub-minimum wages, or wages below the legal minimum. This legislation was passed in 1938. According to the American Institutes for Research, the average disabled worker is only paid 64 cents to every dollar a non-disabled person would make doing the same job. The objective of this petition is to repeal Section 14(c) on the grounds that it allows for the exploitation of a group of people already at a biological disadvantage.
