This resolution, passed on in a procedural vote on 13 December 2013. The basis of this resolution is to break the contractural agreement made with every veteran and steal 1% of his/her Cost of Living Adjustments (COLA) every year to offset the sequestration adjustments on the current Department of Defense (DoD). In essence, this group of legislators want to "rob from Peter to pay Paul", while still lining their pockets with money.
In a contractual sense, services have already been rendered by every veteran that has completed the requiste years of service necessary to qualify for the benefits promised. You should not be allowed legally, or justified morally, to sign a contract promising to pay a wage and benefit to an employee, then default on your promise AFTER the work is completed.
