This Amendment to the Firearm Owners Protection Act of 1986 was presented by Rep. William J. Hughes (D-NJ) and "passed" by Rep. Charlie Rangel (D-NY) who was presiding over the proceedings in a disputed and inconclusive voice vote in the 99th Congressional US House of Representatives. This "machine-gun ban" prohibits the sale, possession, and transfer of any fully-automatic firearm to any individual that had not already been registered in the US Government's National Firearms Act registry past May 19, 1986. Full-auto firearms are not inherently any more dangerous than their semi-auto counterparts and the ban only prevents the law-abiding from obtaining them.
