The Hughes amendment is a clause in the firearm owners protection act that prohibit civilian possession, sale, and transfer of all fully automatic firearms after 5/19/1986. This clause was secretly placed in the fopa after it was rejected with the clause well know to members of congress, and then secretly added and passed without the knowledge of the members of congress at the time.
