Repeal the Lieber Act of 1863

The Lieber Act of 1863 essentially made the US Constitution null and void and it has not been repealed in over 100 years. As a result, we can have our constitutional rights violated every day, because, in effect, they don't exist. Repeal the Lieber Act of 1863 and give the Americans their constitutional rights back.
