Other Health Impairments (OHI) or "Non-Learning Disabled" students who lost Verbatim Reading in Maryland will test miserably because the full scale of their disabilities are disregarded. We are forced to choose EITHER Learning Disability or OHI and there is no option for children who ARE reading and learning disabled because of the complexities of their Other Health Impairments. Many OHI students require a reader just to "read" in entirety before comprehension, guidelines, and expectation come into play. Co-mingling of serious health issues ie Traumatic Brain Injury, motor loss of the mouth severely affecting phonemic awareness due to inability to ever produce the sound and developmental delays and Attention/Hyperactivity disorders create a reading disability when two combined.
