Requires the federal government to recognize that it is time to repeal the Marijuana Tax Law of 1937 which created the cannabis prohibition laws and ensuing law enforcement guidelines and policy. Many, many lives will be spared the upsurge of human devastation created by politicians and law enforcement to continue a losing "War on drugs."
