This law allows the president to bypass the Constitution and lock up individuals, American or foriegn, that he deems to be an enemy combatant. It also allows him to delay the trial nearly indefinitely as he sees fit. It gives the executive branch the authority to use "coerced" interrogation or torture. Note that there doesn't need be any evidence against an individual to be held and/or tortured, only the president's word.
