Repeal Military Spouse Windfall Benefit to Retirement Pay

Repeal the military spouse windfall benefit so that divorce settlement awards of retirement pay are based upon the military members rank and pay at the time of the divorce rather than the military members rank and pay at the time of retirement as the law currently provides. Currently, spousal awards of military retirement pay include percentages of retirement pay earned after the divorce, thereby creating a windfall benefit to the non-military spouse.
