Repeal the NMDAA, to allow states to set the drinking age at 18,19, or 20 without forfeiting highway funds. This is a bad policy which makes alcohol a forbidden fruit, drives it's use underground for 18-20 year olds, and has been a boon for the fake ID market. If these legal adults could legally drink in bars/clubs, it would be safer since there are bartenders and guards present to control the patrons. It creates clutter and wastes time for authorities who try to enforce the law when they could be dealing with more serious crimes. A lower drinking age would also boost the economy. Statistics indicate that since the drinking age was raised, alcohol-related traffic accidents has decreased, but this may be more due to today's tougher, more widely enforced DWI laws for all ages and safer cars.
