The National Minimum Drinking Age Act of 1984 punished every state that allowed persons below 21 years to purchase and publicly possess alcoholic beverages by reducing its annual federal highway apportionment by ten percent. Every state in the nation depended on this money so they had no choice but to raise their drinking age to 21. This law was created with good intentions to save lives mainly by limiting the amount of drinking and driving. And while drinking and driving has declined since most experts attribute this to the stricter drinking and driving laws and better education and awareness of its dangers.
