In 1991, Congress passed "No Child Left Behind". This act has undermined public education by making educational funding contingent upon student performance on assessments. Consequently, the act has caused: creation of statewide standardized tests, which forces teachers to "teach to the test", rather than teach the full range of their subject matter. Thus, students view learning as a passive process in which they are told exactly what to study. Gifted students are intellectually stunted in this environment. As a college professor, I now (try to) teach students who cannot communicate clearly, do math, think critically or take good notes. They cannot compete with the foreign students in class, which is why the U.S. is losing its competitive edge in the global marketplace. Repeal this act!
