Repeal Obamacare and start over and remove the penalty (tax) and remove the IRS as the chief reporting agent for the act

Removes the ACA from being implemented and defunds the act from becoming law. Removes the IRS as the chief entity to enforce the law that mandates every American get health insurance from either private means or govt funded exchanges. Requires the President and Congress to explore real solutions to the healthcare costs rather than implementing a government sponsored healthcare system that will bankrupt the country and offer substandard care.
