repeal Office of Personnel Management's policy of giving Veterans top hiring priority over those who are more qualified.

Even though some veterans and military are qualified to do certain jobs at various different agencies, there are some positions that they are not qualified to do due to a lack of education and/or experience.

When a highly qualified civilian person with an educational and/or experience background can perform the federal job, USAJobs automatically gives the applicant an "Eligible - Not Referred" status because they were never part of the military.

This petition would repeal the Office of Personnel Management's (OPM) policy of giving non-qualified veterans/military applicants first dibs at federal jobs and are required to be in the hiring pool based with other civilians based off of their qualification levels.
