Repeal the Omnibus Bill:

The Omnibus Bill took away the ability of ordinary citizens
to bothe apply for and maintain Patents, by increasing the cost of Patent Processing and maintance beyond the capabilities of ordinary citizens, thereby creating a Patent system only available to the rich and Corporations.

Repeal the Omnibus Bill and restore the cost structure present in January 1, 1980, with all goverment costs to be paid by a Corporate tax enumerated by the number of patents a corporation owns which were acquired between the date of passage of the Omnibus Bill and January 1, 2020.
