Repeal or amend the National Minimum Drinking Age Act of 1984 to set the Federal Minimum Drinking age at 18

To place the US on par with the rest of the world on the issue, and to promote safer drinking habits amongst young adults amend the National Minimum Drinking Age Act of 1984 to allow states to set the minimum drinking age to 18 without penalty.
