The 12th Amendment is a vestige of history and has run its course. Our ability to track and tally the popular vote in the United States is such that in no more than 24 hours from the opening of the polls in America we can have an accurate tally of the popular vote allowing a victor for President to be declared. It should be rewritten to reflect that change that the President be elected by the Popular Vote of the combined United States. The current method is flawed in that the population related to the number of electoral votes gives some states an effective 2 to 1 advantage on how my individual vote affects the outcome of the election, violating the 1 man/woman 1 vote principle.
