In 1992 the federal government put a halt to sports betting on a national level by creating the Professional and Amateur Sports Protection Act. This act effectively outlawed sports betting nationwide, excluding four states. The four states that were grandfathered in and allowed to continue monopolizing this act are Delaware, Montana, Nevada, and Oregon.
The US constitution reserves to the states all rights not explicitly granted to the federal government.
It is estimated that $380 billion is illegally spent every year betting on sporting events. PASPA limits states from legalizing, regulating and taxing this activity. States would earn millions of dollars in new tax revenue and expand jobs.
