Art I, Sec 8, Clause 3 which empowers Congress to regulate foreign and interstate commerce, does not authorize a mandate. Under the Ninth Amendment, which states that, "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." Congress over steps it's boundaries by revoking the rights of the people who choose not purchase healthcare, which is a personal matter and liberty of the people. Instead repeal, and allow for the States to Deligate health care reform, as we believe it falls under the scope of the Tenth Amendment, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
