Repeal the PTC mandate for all Class II, Class III railroads and steam programs that operate over Class I lines.

PTC or "Positive Train Control" is a mandate created in response to the 2008 Chatsworth train collosion. While PTC might be looked upon as a lifesaving innovation, it is actually an undue burden on smaller railroads along with steam programs operating over Class I railroads. Wick Moorman of Norfolk Southern Railroad called implementation of PTC a "nightmare." If implementation is a nightmare for Class I railroads, imagine the burden it places on small railroads just because they operate scheduled passenger trains. This burden could discourage public transportation development on small railroads due to increased cost and could ruin the possibility of heritage railroads being able to continue on. Do what is right for small railroads and repeal this mandate that is placed upon them.
