16 CFR part 1633 requires that all furniture pass an open flame test. In order to meet that requirement, almost all furniture is treated with flame retardants, many of which flame retardants are known carcinogens (most specifically, borates). In most cases, purchasing a mattress without them requires a prescription.
This poses a public health risk, and given the trend in electrical and other fire hazard safety improvements, requiring furniture to retard flames is no longer a significant factor in household safety.
