The Second Amendment reads as follows: A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.
This is vague. Before the 1970s, it was understood to be a collective right of militias. Now, it has been recast as a right of individuals. Such an ambiguously worded amendment can never settle the gun rights versus gun control debate.
The Second Amendment should be repealed, then a meaningful debate about what if anything should replace it can begin.
