Owing to the fact the the second amendment was written at a time when firearms could only discharge a single round at a slow rate of fire, and owing to the fact that legal minds can not agree as to the intent of the second amendment vis-a-vis 'an organized militia', and owing to the fact that the second amendment does not define the term 'arms' so that the term could be interpreted as anything from a knife to a nuclear weapon, the second amendment is hereby rescinded allowing Congress, state and local authorities to enact laws regarding the regulation and control of weapons that in their opinion, provide a serious risk to the residents of their constituents.
