Since US citizens no longer form militias for the purposes of community policing and since guns are no longer necessary for procuring meats for sustenance, and given the inability of the US Congress to provide reasonable securities for average Americans from gun crime, the Second Amendment should be repealed. Gun ownership, therefore, would no longer be a right but a privilege, just like automobile ownership, requiring training and licensing for operation.
