Repeal the Second Amendment, which no longer serves its intended purpose and is inimical to domestic tranquility.

The Framers intended the Second Amendment to support "a well regulated militia." The Federalist Papers explain that the purpose of "militias" was to protect States against the strong federal government proposed by the then-draft Constitution. This model has been obsolescent since militias fought the Civil War 1861-1865. States moreover now have their own "militias" in the form of State National Guard reserves, which are well-regulated and have ample access to the arms that fulfill the original intent of the Amendment. Today, the Amendment serves only to frustrate reasonable measures to regulate firearms and ammunition, to the detriment of domestic tranquility and the general welfare. It should be repealed.
