Under the 10th Amendment to the US Constitution, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
Under South Dakota vs. Dole, coercion of the states by the federal government is given restrictions but otherwise explicitly allowed, which directly violates the 10th Amendment.
