The Tiahrt amendments were attached to spending bills and prevent the ATF and local law enforcement from pursuing those who buy and sell illegal guns. They prevent the ATF from requiring gun dealers to perform inventory checks. It requires background checks be destroyed within 24 hours. These restrictions make it impossible for law enforcement to enforce gun laws already on the books.
