Repeal Title IV-D of the Social Security Act and replace with a sensible alternative that promotes shared custody.

Title IV-D of the Social Security Act allows states to receive federal money in order to enforce child support laws. For every dollar assessed, states get a matching dollar that ultimately ends up in the judiciary. The Department of Treasury also sends extra federal money for enforcement mechanisms of collection, such as driver license suspension and income deduction orders. Due to the set up of this system, family courts all over the nation are unfairly denying custody to parents (mostly fathers) in order to maximize support judgments and, thus, funding for them. At the end of the day, children lose. I am petitioning to repeal this and replace with something promoting shared custody and fair treatment of both parents in family court, which is not possible under the current system.
