I recently watched the documentary "Hot Coffee". It explained how tort reform, which creates caps or limits for the amount a company can be sued for, infringes on Americans civil rights. Tort reform limits the power of the civil courts and especially limits the power of a jury in the civil courts. The jury has always been given the responsibility of deciding the amount of money the victim deserves, but with tort reform the government has already decided the maximum compensation a person can receive. Tort reform puts big business interests above the interests of the victims in civil cases and takes away the power of the jury.
