The War Powers Resolution (1973) gave the President discretionary control of the military in the role of Commander in Chief of the Armed Forces. In that role, the President should instead be considered the highest-ranking military officer and take orders for military action from Congress.
As implied by Article I, Section 8 of the U.S. Constitution, Congress is chartered with the power to declare war, and as such, the power to commit military forces. By requiring the support of Congress, it would be necessary to first convince the populace to the need for military force, leading to wider support of military actions.
This petition is to recommend the repeal of the War Powers Resolution and any other laws that permit the President to command the military in a discretionary fashion.
