Article VIII, Section 4, of the Constitution, states that only Congress "can establish a uniform Rule of Naturalization." and thus did the DREAM Act come before Congress not once, but twice and both times it was defeated. President Obama, you arrogantly circumvented Congress and dishonorably created this deceitfulness. Your act of larceny has added millions to the rolls of unemployed competing with legal citizens. This is truly an impeachable offense. Only by its removal will this injustice to all legal United States Citizens be rectified.
