Quite simply, Zero Tolerance policies in education are often abused, ineffective at solving issues with students, and cause more problems than they solve. For evidence, plug the term "Zero Tolerance" into your favorite News search engine, and you'll come up with hundreds of cases of students abused for 'violating' zero tolerance policies, the definition of a violation being very loose, which apparently includes playing cops and robbers and certain phrases in sign language that otherwise aren't offensive.
