The Firearm Owners' Protection Act of 1986 has to be repealed or modified to allow the sale and transfer of machineguns and other NFA devices to private citizens as it was before the Firearm Owners' Protection Act of 1986. The 2nd Amendment says, "A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed." It doesn't provide for exceptions. Exceptions constitute infringement, which is unconstitutional. Criminals are just that and will perpetrate regardless of what the law says. They should be dealt with accordingly in a swift and sure manner. A REAL "protection act" would ensure criminals are properly dealt with, not violate the rights of law abiding citizens.
