Replace all federal taxes with total deficit spending. Currently, the government borrows nearly half of every dollar it spends.

Nearly half of U.S. households pay no federal income tax. Nor does apparently General Electric and many other large entities. Granted, in many cases federal payroll taxes are still paid.

That being said, why bother taxing citizens and corporations at all? Instead, let's borrow every dime we spend. This way we can make everyone happy. No taxes for anyone. Big or small.

Any time Congress wants to spend on a project they would have to consult with potential buyers of U.S. Treasury notes. The down side would be an ever increasing national debt and the likelihood of higher interest rates. (To lure investors into buying more bonds) - But no more federal taxes!
