Replace all free trade agreements with fair trade agreements.

I suggest that a FAIR TRADE ACT with a tax of 25% on all goods produced in these low wage (less than $5.50 per hour based on the USA currency) countries to help pay for programs like health care, unemployment insurance, job training and to help struggling industries that hire American workers survive the economic down turn. Some of the money could also be used by the States to help reduce the rising cost of education. And some of the money (50 %) could be used to pay down the national debt.
