Replace the current blank check cuts in the tax code which were instituted to allow companies and individuals to spend the money growing the United States economy with incentive based tax cuts. The current tax cuts seemed to be used on foreign investment and personal gain, blank check. Instead replace these cuts in the tax code with tax incentives. Increase taxes to the Clinton era rates and then offer tax breaks to companies and individuals who help the United States economy. If a company adds one percent to its United States work force for one year offer a one percent tax break up to a total tax break to be determined. This will especially help small business as they would have to hire very few people to get the break.
