Replace the Earned Incomme Tax Credit with a Job Corp Program

Replace the outdated EIC program which rewards anybody claiming poverty and/or being single with kids (borrowed or otherwise) with huge tax refunds - thus we now have half the country receiving huge tax refunds with no income taxes being paid and thus promote unmarrieds having more children, and career welfare.
I propose a Job Corps type program to be phased in over 3 yrs to replace EIC. Participants sign up in order to continue benefits - then get new job skills over a variety of courses offered on a government tv channel and take tests at certification centers. If you don't sign up in first yr. you loose 25% of EIC, 2nd yr, 50%, 3rd yr. 75%. Eventually - grads from this program are put to work on highway construction and maint. or other infrastructure jobs.
