Replace filibuster with a rule allowing the minority to extend deliberation for a FINITE period, then have MAJORITY rule

To prevent abuses of the current filibuster system, in which a senate bill without the support of a 60% majority can be stalled in deliberation indefinitely, the filibuster system should be revised.

A limited discussion period would allow the minority to voice its position, and give the public a chance to react to measures supported by only a small majority of the senate, without allowing a minority to obstruct the political process indefinitely (and against the public's will).
